Notes

Confirmed the existence of the 30 Nov 2010 Reglamento de Turismo as the current general framework (via the official ceuta.es portal), but could not confirm whether a specific 'vivienda de uso turística' (VUT) figure equivalent to other regions' exists, nor a dedicated registry, technical requirements, or sector-specific sanctions — the full regulation text wasn't accessible, and no later decree or regulation dedicated to VUT was found, despite Ceuta's own government publicly announcing in April 2024 its intent to create such a registration requirement. Ceuta shows the same regulatory-gap pattern as Melilla: an autonomous city with no modern tourism law of its own, and very few tourist homes registered at the national level. If your situation is in Ceuta, we recommend a direct consultation with the Tourism department before treating any data on this page as final.
