Tourist rental requirements in La Rioja
What the property and the activity must meet in La Rioja, plus what the town hall adds.

Logroño
Since a 2021 amendment to Logroño's municipal zoning rules, setting up a tourist-use home requires an explicit municipal license (a mere notified action is no longer enough); according to local press, it's only allowed in whole buildings, ground floors with independent access, or mezzanine/first floors that may still have regular housing (not confirmed in an official source). The moratorium that suspended new licenses (Nov 2025 to Apr 2026) is no longer in force: it was lifted on 2026-04-09. Since May 2026 the city council has been processing a "saturated zone" designation for the historic centre (initial approval, currently in public-consultation phase); until it's finally approved, new licenses keep being granted as normal. On 2026-09-10 the PSOE asked the plenary for a new suspension — a political proposal, not yet approved.
