In addition to the regional registration, a municipal planning license (licencia urbanística) is required. Under the Plan RESIDE (Madrid's residential-use zoning plan), the activity is only allowed in the historic centre (ámbito APE 00.01); outside that zone, only on the ground or first floor with an independent entrance.
