ACCORDING TO PRESS (not yet read in the ruling itself or an official source): the full bench of the Contentious-Administrative chamber of the Castilla y León High Court (ruling 892/2026, 22 Sep 2026) reportedly upheld Salamanca City Council's appeal and held that tourist homes are tertiary, not residential, use, so Salamanca's general urban plan limits them to the ground and first floors. It would unify differing criteria within the chamber itself. An appeal in cassation to the Supreme Court is possible.
