Legal basis for tourist rentals in Comunidad Foral de Navarra

The rules everything above rests on, with the review notes.

Legal basis

Ley Foral 7/2003, de 14 de febrero, de Turismo de Navarra

Legal basis

Notes

Confirmed: the VT (Vivienda Turística) figure as a category distinct from Apartamento Turístico (AT), created by Ley Foral 19/2020 and developed in Decreto Foral 230/2011; the registration procedure (Navarra's Tourism Registry plus declaración responsable, via navarra.es); Pamplona's municipal layer (an additional municipal license, 'Apertura de alojamientos turísticos en viviendas', with concrete fees and conditions, via sedeelectronica.pamplona.es); the 90 m² minimum-surface requirement for VT (an indirect but consistent source across two independent references — the original decreto foral text couldn't be read due to a certificate error). Not confirmed with certainty: the complete fine brackets (only the upper caps for serious/very serious infractions were found), whether the Policía Foral runs its own guest-registration system separate from SES.Hospedajes, or any 2024-2026 reform specific to the VT/AT decree (none found; the 2024-2025 foral housing laws found deal with general affordable housing, not tourist accommodation).
