A blocking 3-stage procedure: (1) a favourable municipal Informe de Compatibilidad Urbanística (ICU — a planning-compatibility report), with a unique, individualized cadastral reference; (2) a declaración responsable (sworn compliance statement) filed with the Dirección General de Turismo (GVA) including the ICU's CSV (secure verification code); (3) assignment of the VT number and official sign.

Since 31 March 2026, three simultaneous "locks" apply, and exceeding any one of them blocks new openings: tourist beds ≤8% of registered residents per neighbourhood/district; VUT units ≤2% of the neighbourhood's housing stock; only ground or first floors with no other homes on the same landing and with an independent entrance (their own stairs and lift), plus a qualified majority vote from the homeowners' association. Ciutat Vella additionally has its own Special Plan (only buildings used exclusively for this purpose qualify). Residents' associations estimate around 9,000 unlicensed VUT units, with more than 1,000 already shut down. On 14 April 2026 the regional High Court (TSJCV) struck down the 2024 moratorium on a procedural technicality, but this does NOT deregulate the activity: the new "locks" still apply.

Registration expiry
The registration is valid for 5 years from filing (renewals start from August 2029 onward). A change of ownership requires a new declaración responsable with a new ICU.
