  • Change of ownership after 8 August 2024: the regime and requirements in force apply to the property and to the new owner, with a new declaración responsable and a municipal urban-compatibility report (art. 23 bis.3 of Decree 10/2021, as amended by art. 133 of Ley 3/2026). It does not apply if the change is by inheritance (mortis causa): only a declaración responsable of change of ownership is needed

Local requirements

  • Valencia

Since 31 March 2026, three simultaneous "locks" apply, and exceeding any one of them blocks new openings: tourist beds ≤8% of registered residents per neighbourhood/district; VUT units ≤2% of the neighbourhood's housing stock; only ground or first floors with no other homes on the same landing and with an independent entrance (their own stairs and lift), plus a qualified majority vote from the homeowners' association. Ciutat Vella additionally has its own Special Plan (only buildings used exclusively for this purpose qualify). Residents' associations estimate around 9,000 unlicensed VUT units, with more than 1,000 already shut down. On 14 April 2026 the regional High Court (TSJCV) struck down the 2024 moratorium on a procedural technicality, but this does NOT deregulate the activity: the new "locks" still apply.
